In Fallout New Vegas should I turn on all DLC as a new player?

I'm worried that having all 9 DLC modules turned on at the same time will mean that I get 9 NPCs charging me at the start asking about side missions.
Should a player turn these on after finishing the main quest, or at the start?

What DLC should I start with Fallout: New Vegas?
Start with Honest Hearts. You can get the Survivalist's Rifle there, and I used that for almost all mid-range combat for the rest of the game. Bring a TON of 12.7 mm. Then, go onto Old World Blues, so you can level up before hitting up Dead Money (it is insanely difficult at a lower level). Can you play the DLCs after beating Fallout: New Vegas?
Players have two options for the DLC. They can make a point to play through them in the middle of the main story, or they can finish the game, reload a save prior to the point of no return, and complete them prior to redoing the endgame.Do you have to start a new game for Fallout: New Vegas DLC?
You have to back up to a save prior to the end of the game. Unlike Broken Steel in Fallout 3, to play the DLC such as Honest Hearts and Dead Money, you have to do it during the game.An Evaluation of Fallout New Vegas' DLC
