The stat that is the highest on average between the two parents determines what will be the baby's highest stat, it doesn't determine how high that stat will be though.

The highest a child can have will be 3 in any one stat.

Do parents stats matter in fallout shelter?

Children have a small chance of being born either rare (28 SPECIAL) or legendary (40 SPECIAL) if the parents' total SPECIAL is high enough. SPECIAL-boosting gear does not affect this calculation. Children have a 50/50 chance of inheriting the "proficiency" (highest stat) of either parent.

Yeah, it does. Dwellers levels don't affect breeding in any way, no inheritance of any kind. Even hair color affects the offspring, but level does not. But you're right - outfits and weapons and pets(except pets exclusive for pregnancy) don't have any effect.
