Minecraft 1.8 Mob spawner isn't working - Person Writing While Using Phone

Vanilla Minecraft, no mods, standard (no spawner) mob spawner design. It's not working...

Yes, I am more than 28 blocks away. At the base, I am standing at Y = 78, then on the floor of the mob spawner (where the mobs are meant to spawn) Y = 110.

No I am not on peaceful. I stood at the base of the tower for half an hour on hard and I got nothing.

I am on single player, so any mob restrictions (which I don't think apply anymore in 1.8) are irrelevant

Originally made from cobblestone, with netherrack spawning pads, but I eventually switched that out for cobblestone as well.

What am I doing wrong?

How do I get my mob spawner to work?

First, light level must be below 7. Second, to increase speed make sure there are no spawnable areas other than the mob farm close to the farm. This means you should light up caves or put it in an ocean where not a lot of other mobs will spawn.

Why wont mobs spawn in my mob farm?

In order for your mob spawner/EXP farm/mob farm to work in Minecraft, it has to be pitch black. You can check the light value inside your mob spawner by pressing F3. It will display the light level of the blocks surrounding you. If there's a light source, you should detect it.
