Steam shared library problem with overlapping games

My brother and I both own a copy of a game (CS:GO) so we can play together, but after I shared my library with him he now only can play that game when I'm not playing, any solution for this problem?

This appears to be a bug with Steam Family Sharing. The Family Sharing forum currently has a number of threads with people reporting similar issues (1, 2).
One user has written a tool called sfs-select which allows you to temporarily disable shared libraries. This tool is unsupported by Valve, and I haven't used it, but it may be a workaround for your problem.
