Old Panic Attack was good for Engi and somewhat for Heavy, bad for Soldier and Pyro. New Panic Attack is a decent sidegrade for Soldier and somewhat for Pyro, bad for Engi and Heavy. So it's still in the same boat as it was before, just on reversed classes.

Compared to the default Shotgun, the Panic Attack deploys 50% faster, fires 50% more pellets per shot, and deals 20% less damage. If all pellets hit at point blank, this translates to slightly more damage compared to the default Shotgun (108 instead of 90).
