What to do with the potentially Riddler-Allied Cop?

When walking through the GCPD, I found this officer, highlighted in green (as the thugs you can interrogate for Riddler Intel are).

"Talk to Officer JT Wicker"

I can't beat him up, or seemingly report him in any way. Is there anything I can do with him, or is this likely just a glitch of some kind?

You could try pressing Counter, as this generally interrogates the informant.

Counter, by default is:
PC: RMB
PS4: ?
XB1: Y

How do you interrogate the Riddler informant in Gcpd?

In reality, he's a Riddler Informant. You treat him the same way you treated every other informant you've met \u2013 interrogate him. Walk up to him and press Triangle (Y on Xbox). You'll get to see a funny cutscene, lock him up and he'll reveal a couple of Bleake Island Riddles for you.

What do you need to do to fight Riddler?

Those question-mark trophies are his calling card, but the Riddler has more stuff hidden throughout Gotham City. Breakable objects come in a variety of forms, including Militia Shields, spider bots, and Jack-in-the-boxes. To destroy them, you need to hit them with your Batmobile's cannon or a Batarang.

How do you confront JT Wicker?

Because of him being found at the GCPD Building, where Batman didn't actually fight anyone, Wicker was the only Riddler Thug to not be required to be beaten up and then interrogated. Instead, the player merely needed to approach him and press the counter button to interrogate him.

How do I open the Riddler door?

In order to open up the gate, you'll need to solve a new riddle (This one doesn't count towards the overall collectibles). To solve it, hit the switches to rotate the green blocks to form a question mark facing down, and look on the outer rim mirror to find the dot.
