Who/What is "Concerned Citizen" in The Witcher 3?

In Novigrad I keep finding sheets of paper with messsages involving the "Eternal Fire" and Novigrad's church. They seem to be written by someone who is against Magic, Witches, Mages and anything involving the Conjunction (pretty much like the talk you usually skip when starting the game).

I remember I once found a corpse in a road and Geralt said: "It wasn't Nathaniel. S••t"

Nathaniel is Vegelbud's murderer that Geralt managed to track down and kill. Along with the corpse, another of those messages.

All of them are signed by a certain "- Concerned Citizen" and are named "Concerned Citizen Sermon" when in the Inventory. Apparently, they are even resellable!

Now, who is this guy? Does he appear in the game or he's just a kind of Easter Egg?

He spoke calmly with the cruel pervert, and in this way determined the identity of the true murderer. Hubert Rejk seemed like a kind, gentle and accommodating man - but in truth he was a bloodthirsty, brutal and murderous vampire, hiding a twisted and fanatical mind behind his never-changing mask of eternal youth.

Can you catch the killer at Vegelbud estate?

Travel to the Vegelbud Estate, argue your way in past the gate guard, and speak with Ingrid, Priscilla's daughter. She'll eventually lead you to her mother's bedroom, where you almost catch the killer red-handed. Chase off after him, avoiding the estate guards, but alas - they prevent you catching the murderer.

Where is Hubert REJK?

Following these events, Rejk left the University and moved to Novigrad where he found work in the city morgue as a coroner.
