Why there's a hole with a commercial building on it? - Woman in Black Jacket Walking on Brown Sand

Since I was making my city, I made a roundabout for shops or anything. This roundabout was under constructing, but this weird glitch occurs.This image shows that the shop is on the hole.

Does anyone know why it could happen?
