Do Steam's global achievement stats sample from users who have launched the game or from all owners? [closed]
Are Steam's global achievement statistics out of all owners or only those who have launched the game? The latter would make more sense, but Universe Sandbox has an achievement awarded upon first starting the game and this, at the time of posting, is only owned by 90.9% of players. While this may seem like it answers my question, it's very possible some other funky stuff may happen with Steam not counting it for users.
Is there any official source or concrete evidence that states what the global achievement statistics are counted out of?

Global achievement stats :: Steam Community. Is the percentage for each achievement calculated as the number of people who have attained the achievement AND OWN THE GAME divided by number of player who OWN THE GAME, or do stuff like free weekends affect this?Are Steam achievements accurate?
2.2% of 1kk owner of the game, means 22k players, so the pourcentages of the steam achievements can be accurate. There was a time where achievements kept resetting, plus there were kill achievements I was hitting without actually hitting that kill amount, so something is probably wrong with them.What counts as a player in Steam achievements?
