When I searched Google, there were articles and forum posts on how to change Deoxys' form, but not how to actually obtain one!

Is this possible?

It's simple. You can't get in in X and Y. In Pokemon ORAS you can get it during the Delta Episode after beating the Elite Four.

In Pokemon HeartGold & SoulSilver, the only way to catch Deoxys is in the Pal Park. As in the previous generation, this serves as a special nature reserve for Pokemon and is available after players unlock the National Dex. It can be found in Fuchsia City, which is in the Kanto region.

You cannot get Deoxys in x and y, but you can get it in Omega Ruby or Alpha Saffire in the delta episode and trade it over.
