I cannot connect to my Minecraft server externally

I cannot connect to my Minecraft server externally - Low angle of various connectors and USB cables placed on shelf with storage engineer inscription

I've gotten the Forge server download package went through a Youtube tutorial by "The Breakdown" on setting it up. The problem I have now is I can connect to it locally on my computer, but when I try to connect using the IPv4 address it says:

Connection timed out: no further information

and same with my friend outside my network.

I have triple and quadruple checked that the port and server-ip on the server.properties is correct, I've gotten the port forwarding on my router supposedly correct. I've also went into Windows firewall and made a new port rule to allow 25565 specifically.

Out of ideas, many thanks for any help.
