Minecart with hopper doesn't collect items

Minecart with hopper doesn't collect items - Red Airplane Toy

I'm new to redstone devices and I'm trying to make a sugar cane farm. I already solved some problems I had with the Observer and powered rails but not I just need to fix one more issue.

My Minecart with Hopper is not collecting items when it passes by them. Please see image:

A hopper minecart cannot collect items that are on the rail. You’ll need to have the items fall in from the top, like so:

Why is the minecart not picking up items?

Hopper minecarts do NOT pick up items through magma block and occasionally other blocks. We have experienced this on dirt (on one layer of a 3-layer melon/pumpkin farm) as well, though the dirt issue was fixed by replacing the minecart. We consistently see this issue through magma in our slime farm.

How do you collect items from a hopper minecart?

It also picks up items that are lying on a block directly above the track. It does not push items into containers, but a hopper underneath the track can remove items from a minecart with hopper on the track.
